I added 100uF electrolyte cap near to the PIC, and connected both VDD and
both VSS pins (at the begining only one ofe each pair was used - they are
shorted internally and resistance between them is not higher than 3ohms).
Well, but after I've done it nothing has changed :-(.

I forgot to say, that the data memory cell gets programmed before the
WLoader hangs. When I run my application next time, I can read the
programmed value. So WLoader hangs AFTER programming of EEPROM (may be
something wrong with interrupts after writing EEPROM?).
