HP makes a pretty cool decoding chip.  I used the HBCR-2210 in a design
class in school.  Generic led emit/reciever into the chip and ttl serial
out.  Pretty easy to use device.  I seem to remember it was around $20 in
one offs.  Probably too expensive for low cost devices in production, but it
was certainly quick to develop.  I remember I sampled it through FAI (Future
Electronics) (nice guys).
