What voltage are you running the chip at? I ran into a similar problem moving from the 16c61 to the 16c622. Turned out that I had not set the brown out detect and I was operating the chip at 3V. The brown out detect kept the oscillator from running. See section 9.4.4 of the datasheet. That MIGHT be the problem?
