It's a corollary to Murphy's law. "Oscillators amplify. Amplifiers oscillate."

Seriously, though, check the archives. This oscillator thing has been
discussed to death several times over, and the conclusion is that if you play
by ALL the rules (which you'll find discussed in the archives), it will
probably work. But there's still a little voodoo mixed in :-)
