I have successfully run several programs on the programmer board (YAP-II)
which includes provisions for a clock.  Now I want to transfer this
circuiot to a self-contained (i.e. not on the YAP-II board) module, and I
am having trouble getting the oscillator to "work".  I have connected it
as per diagrams (ie crystal pins hooking to PIC 15 & PIC 16, with
capacitors between each pin and ground)

So, my darned oscillator won't oscillate.  Any thoughts on this?
