According to the RFC (standard), yes.  However a minority of web
servers do case folding.  Since most web servers are built using
Apache on UNIX or Linux, case is significant.  Content authors should
probably try to make their URIs all lowercase.

Interestingly, mail addresses are generally case insensitive.
