Should I worry?

I have this programmer that generates 11.7V for Vpp instead of 13V.
The cause is a series resistor in what I suspect is the wrong place;

         100ohm
13V O---/\/\/\/---+---O  To Chip
                  |
                  >
                  < 1k pulldown
                  >
                  |
                 ---
                  -

I think the 1k pulldown should be on the left of the current limit
resistor ... connected to the collector of the switching transistor.
