Uh, actually All: *is* valid and [All]: is *not* valid..  The only reason
the other tags (i.e. [PIC] [EE] [AD] and [OT]) have the[]'s around them
is that's the way I configured it.  The topics All and Other are system
defined, and can't be redefined by us.
