NJM2360 from New Japanese Radio may be the chip you are looking for.  It
steps up from 5V to 10V, with regulation, at current 100mA+ without any
problem.  The price we paid is below US$1/piece.  Email me privately if
you have problem getting the chip and the required inductor.
