Chris, I'm not entirely sure, but I think the UV erasers might be a higher power density than the type used for developing boards. Hence the safety cutouts on doors and that sort of thing. Maybe you should try a longer exposure. My UV eraser has the chips placed very close to the tube and they come out quite warm. Much closer than in my PCB light box.
