The In System Programming and Parallel programming modes are identical in the 28 and 52pin devices. Hence all that is needed is a standard programmer with the 4 pin header. For instance the Fluffy (free) should do fine. Then you just need to set up a board with the 4pin header connected to the appropriate pins (see Scenix datasheets).
