How about just putting it in ROM (EPROM). I've done this for DOS stuff using Datalight's (http://www.datalight.com) ROM-DOS. Their ROM-DOS package is really pretty nice. Just put all the files you want in one directory and it creates an image to put in the EPROM. I put this up in the address space above 8 megs with a portion of the EPROM also showing up down in the BIOS extension area (using a 16R8 for decode). Is there a "ROM-Linux" out there?
