Yep - same thing.

There's another crystal on board for a different chip, and it's dancing away
merrily at 14.7456MHz, so I know my scope's working properly.

Probably, but it was what I had to hand at the time...

I suppose a damaged PIC could stop the oscillator - I'll maybe try changing
it.
