He was using a 20MHz crystal, HS is the correct mode. In fact the LP mode for low frequency crystals has less gain. The small 32Khz crystals used for watches etc are very delicate and can be quickly destroyed by overdriving them.

Do I recall you saying you were using a 32kHz crystal? If so I think that HS
mode is not the correct oscillator mode. Check the data sheet if using a low
frequency crystal as there is another mode required. I think it has higher gain
as low frequency crystals have higher losses in them.
