I can't comment on whether MPLAB-ICE works on NT or not, but I would point
out that using the Parallel port with a custom protocol does NOT PRECLUDE
running on NT.  It just forces the developer to write additional code in
the form of a ring 0 device driver.  We have several products that use the
parallel port under NT with custom protocols.
