A framing error is generated when an RS232 receiver does not detect a
stop bit where there should be one. It is usually caused by incorrect baud
rate setting but could also be caused by bad (out of tolerance) bit
timing in the RS232 data stream or other RS232 settings such as word
length or number of stop bits etc..
