  For what purpose would you include a PIC?

  Most repeaters use a standard receiver module, which generally
includes a Schmidt trigger function, plus a power amplifier (such as a
paralleled logic gate array) to drive the line or LED.

  A PIC is only called for if you wish to decode the output for control
of something, or to to be relayed to another sort of network.
