Sonic sounds won't work.
The only thing you will accomplish is to anoy the dog(s).
Or even hurt them at some freqs, which will keep you awake even more.
Maybe the only sonic ( and sane) approach is to talk to your neighbour.
Remember: the behaviour of the dog(s) is primeraly determined by the alpha
dog (this should your neighbour).
You can't and shouldn't blame the animal, it hasn't chosen to be in your in
your neighbourhood!!!!
