  I think http://www.baycom.org/bayweb/news/picpar.htm is the device to
which you refer, however as BayCom have commercialised it, they are none
too keen to assist you to copy it.

  If OTOH, you mean a packet radio *controller*, then you are looking at
the wrong device series, you want a 68HC11 or ATMega; for that function
you are talking 32k RAM and 32k EPROM as baseline.
