Actually my first stop would be the ARRL or RSGB handbooks....

Some manufactures data sheets would be next..
Start with the Exar XR2211, CD4046

and especially search Phillips and Motorola Web pages for PLL Aplication
notes.

And of course ask questions in this list...!
