Ensure all card and connectors are tight and secure, including the memory SIMMs/DIMMs.  If you can get into the BIOS try to set everything to default settings.  Ensure that the processor is running at the correct speed, not overclocked.

If this dosen't work, remove any hardware that is not needed so you are basically left with the motherboard, the video card and the hard drive.  If it boots now, then replace the cards one at a time until the problem comes back.

Faulty memory is another possibility, the only way to determine this is to plug in some known good memory.
