Hi,
Place this file in the same directory where you board is located. Change the
name to match the name of your file, leave the current extencion .CTL.
When you run EAGLE and load the autorouter screen you will notice the
changes.

I found the file mentioned below at:

I just got it working with a sample that ships with Eagle.

I did the following:
- copy demo.sch and demo.lbr to a new directory
- loaded demo.sch as a schematic
- choose File->SwitchToBoard in the schematic editor and allowed it to
create a new board
- in the board editor move all the components from the left side of the
screen to the right and onto the board
- choose File->Save in the board editor and allowed it to save as demo.brd
- close the board editor
- copy the 1layer.ctl file into the new directory as demo.ctl
- choose File->SwitchToBoard in the schematic editor
- choose Tools->Auto in the board editor
- in the Layer group box change the first field that follow "16 Bottom" to
read "0", this will prevent the autorouter from using the bottom layer.
- click start

Don't expect the auto-router to successfully route demo.brd, but notice that
it now only routes on a single layer
