Try PhotoModeler. I can fish out their phone number for you, but it'd probably be quicker just to do a web search. The program is quite good at the 3-D wireframe portion of this. I don't remember if they can cut cross-sections, but do know that they can export a dxf file, so there are several options for doing the x-sections if they can't.
