Usually OSD chips are for use in domestic equipment (obviously they need
a volume market), and RGB isn't often used in this sort of gear. There
are OSD chips (for use in TV's, rather than VCR's or satellite
receivers) which add RGB OSD to the CRT feeds, but these probably
wouldn't do what you are trying to achieve!.

Anyway, what actually are you trying to do?.
