One method is a variant of the "tipping bucket" (I've seen it in commercial products and I currently works with one prebuild right now, building a logging weather station that can be controlled via the telephone lines) is the one showed on the attached picture. It basically works like this: 1.Rain falls down in the bucket 2.Bucket falls down, get empty and removes the magnet from the switch. This cause the line to go low (0) which can be registred by a PIC or a latch. 3.Bucket goes up(with the aid of a well placed magnet or a spring) and is ready to go.
