I am building one from David Tait's archive, though the work is progressing rather slowly. http://www.ubasics.com/adam/pic/ There is also http://www.picpoint.com/ which, I believe, is trying to do exactly what you are talking about, though the projects can be submitted in a few different languages, and you can't sort by language, ie it doesn't help me to see a description in purtugese, so I prefer not to see it. Most of the projects do have an english description though.
