The current copy of Everyday and Practical Electronics (Feb 2000) has a
PIC16F84 based circuit for doing just this :-). See, not OT at all!.

Try http://www.epemag.wimborne.co.uk - you can buy an online version of
the magazine, and software can be downloaded from their website.

As for legality, there shouldn't be any problems, MacroVision can
prevent decent viewing on some TV/VCR combinations, so you have a right
to remove it if required - or they should supply you with a non-
protected copy!.
