Problem is that the relay's magnet and the armature are made to touch mechanically to "lock" when energized. It is metal against metal, and this ensures a good "lock". Small relays have a very small physical movement at the armature, so they can not afford to have a thin shock absorbing membrane between both parts to reduce noise. Using a Voltage lower than the coil specification can helps to reduce noise, since the armature impact will be reduced.
