If your program is small, I would suggest putting a permanent program in
the program meory, which runs a tokenized program from the user-eeprom
on chip.  The main program can also take care of writing programs to the
user-eeprom.  Use an external eeprom for more token space.

Alternately, use a 12cxxx to do the programming of the 16f84.
