I guess RB3 should be tied to the gnd, because of pulling it up means you
want to enter to the low-voltage programming mode. Alas!

It is o.k.
The programmer does also an immediate verifying of the data it writes.
After all write&verify passes, then it does an extra verification step.
Try to change the very last byte in the buffer!
