The WARP-13 is 100% compatible with the picstart plus other than this. If 17Cxxx family support is required then there is the PRIME-17 programmer option. BTW I Those people who bought the MPLAB upgrade for your propic II didn't seem to complain about the lack of 16C5x and 17Cxx and 18Cxxx support of your programmer.
