I think it might be the UK version of the sounds the aliens in "Mars
Attacks" make when they laugh.  In American English, it sounds like a
quick "ack ack ack ack..."

Perhaps he is from mars, and is laughing at us instead of with us, and
simply forgot to laugh in non-martian...?
