The oscillator is a Kinseki 8 pin 16 Mhz programmable oscillator.
The Farnell Components part No is 221-739

I also could not find an LVT827 for love or money!
but a PS2502-2 should do the job and is available (ctr 2000%, Ic max
160mA) a TIL198 might do the job but I think the Ic max is lower.
