NT was supported in earlier versions of MPLAB.  The only thing that's added
in
v4.12.12 is support for the 18Cxxx parts and an updated MPLAB-ICD driver.
PICSTART Plus has not changed in terms of its ability to run on NT.

That comment on the web site about PS+ is old and not valid.  Can someone
give me the URL where you see that message, and I'll get it eradicated!
