Serial resistor actually solved the problem...I know that a latch up could occur (I had a similar problem with an opamp) but after I turn off the power it should go away...I still do not understand why there is permanent latchup.. Cap. is 0.1 uF and a quick calculation shows that when it is shorted it dumps a few 100 mA for a microsecond to the PIC...which way to high...
