Sierra Wireless makes a damn good CDPD product. You could also look at RIM modules. Again, not covered everywhere, but supported throught the Mobitex network. The only way to get coverage everywhere is by sending data over the analog bandwidth of the cellular phone. If communication is module to module, you could knock some of the filtering off, remove companding and get a bit better bandwidth performance. JRC Canada built a bunch of modules for simultaneous voice and data, but they didn't seem to take off to well.
