No, MPLABC-17 is not the same as the HI-TECH C compiler. The MPLABC-17
compiler supports ONLY the 17Cxx chips, whereas the HI-TECH Compiler
supports all the PIC devices, from the baseline and midrange up to the
17Cxx.

As far as the price goes, you will have to ask Microchip.
