Dan I know this probably won't meet your reuqirements, but had you thought of using a PIC ? You can certainly use a simple serial protocol on Port A of an F84 (or the 505 which is cheaper) and use Port B as I/O, you can then drive the oscillator input from your main processor clock and it will use only one component - the PIC itself.
