Adam, How about an R/C servo? Speed should be just about what you are looking for (and can be easily controlled with a PIC), they come in several sizes, and there are tons of examples on the web for how to control them from a PIC and how to hack them for continuos rotation. There are also some that come with metal gears if you need the strength. Prices range from $8 (US) all the way up to $120 or so depending on how much torque you are looking for. I use them all the time in my robots.
