DO you need 25 BOXES, or 25 serial lines?  Prices per port for this sort of
thing tends to go down pretty fast as you go to boxes with a larger number
of ports.  Also, if you can use a "simpler" protocol than TCPIP, you may run
into cheaper boxes as well (LAT, NetBUEI, etc...)
