Yes, I use a P90 (even slower than yours).

All voltages show good.  5v between Vss and Vdd.  13.75volt to !MCLR when progra
mming.

RB6 and RB7 are held at 0.5v except during data transfer.

Everything seems to be OK.  I was thinking maybe timing or something.  But have
run out of ideas.

I have built this onre too and it works well.
But I have slow computer (486dx4-120) - I heard there were
people having problems on faster computers.

I used  PIP02 and  MSWindows software by Tord Andersson
without problems. Do Your programmer give proper 5V suply
and GND to chips ? (I had such simple bug in the beginning)
