Yes, I use a P90 (even slower than yours). All voltages show good. 5v between Vss and Vdd. 13.75volt to !MCLR when progra mming. RB6 and RB7 are held at 0.5v except during data transfer. Everything seems to be OK. I was thinking maybe timing or something. But have run out of ideas.
