Will this thing work properly with JDM84 and PIP02????

I also tried his PicRead and PicProg and neither one of them seems to work either.

!MCLR rises to 13.75v to program (spec says 12-14 so I figure this is good).  RB6 and RB7 are held at about 0.5v so I also assume this is good (strobes with data activity).

JDM84 says it found the programmer.  I have checked the construction with the schematic at least a dozen times and tried different chips (in case one was bad).  The still verify using the ultra-simple programmer interface.  No data was changed.

Anyone familiar with this programmer PLEASE send info and results or clues as to what might be wrong.
