I have built this baby and found the voltage correct across both zener diodes. In fact, I get 13.75v to the !MCLR pin (spec sheet says 12-14v). The RB6 and RB7 pins are held down to the correct voltage (.5v to .6v). After saying all that, mine won't work either.
