Any antenna or electromagnetic energy receptor element works just like a coil in a transformer. You can not take energy from a power transformer secondary coil if you connect the load to just one wire and leave the other floating. Up to now, there is no monopole electric polarization. Every electron in excess or missing is referenced to another charge, what in turn, tells you what is the charge or Voltage between them. The car's body can act as an antenna if you have a way to generate a similar electric element as the opposite antenna element.
