To John De Villiers: Thanks...I know about mils. Everything in my parts library documentation is listed in mills while the dimensions in DigiKey are listed in mm or in. To Dave VanHorn: Do you mean you just put layout single pads instead of using the PCBs parts library layout, ie layout 8 individual pads 0.254 inches apart for a 8-pin DIP instead of using the DIP library?
