Really it's a big program... i had developted a assembly routine for Delphi...but doesn't work in 
all computers...

I developted a SMARTCARD ISO 7816 reader/writer by serial...(for 24CXXXX model), and some program 
samples that i distributed together had problems with REAL TIME PROGRAMMING...

If you include a FOR...TO..., a hardware dependent problem will occur... well...try DELPHI SUPER 
PAGE and you will find something... i have tested them...there is one that have a great 
precision... 7ms...but change when some other applications is opened on Windows
