I'm sure they won't mind making just a few masked rom parts, but they will have to charge you for the whole wafer. Remember, chips are cut out of wafers, which are pretty big these days (6" or 8"), and yield 1000 or more chips. It costs thousands of dollars and takes over a month for a wafer to pass through all the 30+ processing steps before being shipped to Thailand for packaging.
