It's a very good idea! In fact, it's already been done. Generally, I agree
that list members should be careful about posting bad jokes and magnetic
theories. But a few of us didn't like the idea of would-be netpolice
deciding for us what the limits should be, so we started the OT list. Maybe
it stands for Old Timers, maybe it stands for Off Topic - you decide. If
you're genuinely interested, email me privately and I'll ask the sysadmin
to get in touch with you.

But don't harbor any fantasies that this would eliminate PicList messages
objecting to other posters' topics.  It will only illustrate the inherent
futility of attempting to legislate away people's human failings; an
approach which is especially ludicrous (IMHO) when applied to a medium such
as the Internet.
