My attitude on this is that PICs are CMOS devices, and should *never* have any pins left floating when power is applied. I have used pullup resistors on all unused pins in my programmers. Offhand, I'm not sure why I chose pullups over pulldowns, but it was likely so that there wouldn't be any conflicts if there were internal pullups that were active.
