Tobias, under picstart+ there is a number starts with JIT97xxxxxx-R7 see if your revision is less then "R7" if not that means hardware need to be modify. locate R4 and solder 562 K 1% resister across R4 or replace it with 22,6k 1% resister. after that turn it on and measure the voltage across C5 you should have exactly 13.00 volts. if your firmware is not updated version replace that too HEX file located in your MPLAB.
